First issue:
Brightness level of dual monitors isn’t persistent, dim feature doesn’t always reset monitor back to the previous brightness level set. Primary monitor also isn’t persistent and keeps resetting to Dell u2715h suspect this is due to ordering operation. This also relates back to the the brightness level is primarily affected on the Dell u4919dw.
Disabled all auto-dim features and force set brightness with brightnessctl but issue still persisted.

Second issue:
At a random interval but appears most prevalent is when idle watching video content, the display will ‘refresh’ for lack of a better term, redid a fresh install and issue still present. Does not occur if I swap Win10 drive back into the system. (Identical disk albeit Win10 has 3x the hours)
