I am having this issue with Dolphin file manager, whenever I download a file from my browser (firefox). The downloaded file doesn’t show up in dolphin. It seem dolphin is either not updating/refreshing when new files are added.
To make the file show up I have to close dolphine and reopen to see the file. Or I either need to manually refresh dolphin for the file to show up.
Is there a way to fix this issue, so dolphin can automagically refresh when ever a new file is added to a directory.
I did search for some answers, but they were issues related to other distros and those changes did not apply to fedora.
Any help/advice is high appreciated.

Same here after 6 months you reported it. Not only when downloading a new file, but also when uncompress/extract tar.gz files or just copy files, Dolphin is not showing them.

I just opened Dolphin to a temp directory and then created a file in that directory in konsole. The new file appeared in the Dolphin display. I renamed the file in Dolphin and the change was reflected. I changed the name in konsole and it was also reflected in Dolphin.
Not saying your observations are not correct, just that it’s not a universal issue.
