Could you post some more details please? You are trying to boot from an external USB drive, is that correct? By “no input” what do you mean there? are your input devices (ie keyboard and mouse) not being recognized or not responding?
When I boot into the USB (using F12 to get to device selection), I see the Grub menu, but when I choose to install Fedora from there, that’s when issues start.
Woah, hold on, you’re talking about installing now? If this is the installer copied to the USB device you want to install it to, this won’t work. If this is an external USB drive you installed fedora onto using the fedora installation media then seeing the grub menu should give three options after fresh install, boot installation, boot rescue, or boot into firmware of the device. The default is the first one.
The live usb image is a “try before you buy” that just boots an image of fedora that has all the necessary bits to give a fair representation of an installed system, but it isn’t persistent (unless you modify the image). And you can use it to install fedora onto your device too.
So which one are you trying to do, just so I am clear about what I am trying to help you with? Maybe you have the installer image instead of the live usb image.

Using Fedora Media Writer is the recommended way of creating bootable media with that image, which is available for Win and Mac as well as Linux.
If you are wanting the Fedora Budgie Desktop environment on the traditional package manager based Workstation, then choose Workstation and after install, in a console run sudo dnf group install 'Budgie Desktop' and that will give you a choice at login for Gnome or Budgie.
Installing Fedora media writer, installing the Fedora budgie spin on my USB using that. When i tried to boot into the installation media it showed the Grub menu. I chose the first option then it showed a black screen then showed nothing.
Alright, from the menu you get with the Fedora Atomic Budgie desktop (Onyx), which is the installer menu, you select ‘Troubleshooting’ and then ‘Install Fedora in basic graphics mode’ I think it says. Once installed, you will be able to/need to make Nvidia driver changes to get full use of your hardware’s capabilities.
Edit: From the menu presented for the Live Image of the Budgie Desktop (Workstation) Spin you can run the Live image, and under the Troubleshoot submenu, run it in basic graphics mode too.
From the workstation iso the very first screen gives 3 options.
boot into fedora
test image and boot into fedora
troubleshoot.
The 3rd option is often used to allow booting with an nvidia gpu since it boots into basic graphics mode and allows the system to use the very basic gpu drivers and the screen functions. In many cases the first 2 options do not prop[erly load a driver for the nvidia gpu and a black screen may appear.
If your installation media gives these 3 options (or similar) then try the troubleshooting mode to progress with the installation.
