[Bug] Can't boot on Microsoft Surface devices

Describe the bug

Can’t boot on Microsoft Surface devices because of the fedora specified grub, the display only shows a |

Steps to reproduce the bug

I can’t boot with default iso, when I change the grub in Ventoy while booting, it works ok, and get me in to the installation. but after install, I can’t boot into the installed fedora system.

I believe one part of the problem is this issue:

Problem Fedora 37, 38 and 39 install media don’t boot on certain motherboards. And then a second part is the latest kernel, which doesn’t seem to work well with MS Surface devices (at least the one I had recently some experience with). For that, please file a bug in Bugzilla.
