I thought that my headphones are not working but seems I have wrong scale for volume control. It’s only at the very end of the scale where sound is actually changed. How can I adjust scaling?
UPD: found workaround. Turned out issue reproduces only for analog device. With digital device adjusting volume works as it should. But to get it to work I still need to max out analog device volume to control digintal device. If I set low volume for analog device then I can’t get any sound and any level for digital device. Very weird issue.

Also I have two audio devices in the settings for my headphones. One digital and one analog:
