this can be very subjective and, imho, cannot be answered for you.

I have only ever used LyX, and I was happy with it. It did what it was supposed to do. LyX is in the repo (sudo dnf -y install lyx)

I don’t know about best, but texstudio is pretty decent. Similar to texmaker. I like them better than lyx.
You can install them all easily on Fedora.
