Did you first do a sudo dnf distro-sync to make sure your system was up to date prior to doing the upgrade?

Something like:

Before proceeding, please ensure that all updates are installed. This can be done by calling "dnf --refresh upgrade". Would you like to continue? [y/N]: y
Error: A higher --releasever is required than the installed version.

Here’s a tip:

When You want to explore something new use for example dnf upgrade site:fedoraproject.org. This site: part is shorthand for option in googles advanced search. Try it.

Did You want to upgrade to next release (39) or just update existing one?

TLDR: you need the “–releasever=39” option.

I used this command

sudo dnf system-upgrade download --releasever=39 --allowerasing

then follow the instructions …
