You can update Plasma to whatever the latest is in the repos. At present that appears to be 6.1.4 for f40
The f41 release seems to have the 6.1.5 version and should be released soon so an upgrade to f41 should provide your upgrade to plasma 6.1.5

It is in the repos for f41. When you do a release upgrade to fedora and install f41 you would get plasma 6.1.5 with the upgrade.
It probably will not hit f40 at all.
It looks like 6.1.5 of kwin is in testing for f40.

Just got the update to 6.1.5 - Kinoite 40.
Updated to Plasma 6.15, and it came with the latest KDE Frameworks 6.6.0.
