T495 (AMD Raven) 35% increased idle consumption on Fedora 33 compared to 32

I’ve been hunting this problem for a while but can’t seem to pinpoint it. I’m comparing two fresh installations of Fedora 32 vs 33 to each other on an Thinkpad 495 (AMD Raven GPU).

On Fedora 32 gnome-shell reports a remaining battery time of ~10 hours and powertop a consumption of close to 4 watts.
On Fedora 33 gnome-shell reports a remaining battery time of ~6 hours and powertop a consumption slightly above 6 watts.

I’ve tested kernel 5.8.18, 5.9.13 and 5.10.0 - the kernel does not have an impact on the idle consumption.

The major difference between 32 and 33 would be gnome-shell 3.36 vs 3.38.

I’ve asked the same question on reddit. While the majority reports a similar battery life there are a few (and most importantly, also T495 users) that report the same regression in battery life.

What has been your mileage with F33 on similar hardware?

I have x395 and I have the same experience. I don’t have numbers to prove it, but feeling of higher consumption on Fedora 33 is here. I had TLP and I have a feeling that battery was better, but the USB ports didn’t work when computer was not charging.
We’ll have to wait until kernel 5.11. I think that they added some power management for AMD processors in the latest kernel.

I can reproduce the same issue on an T495. The memory clock is always on maximum.
