Scale multiple displays independently

I am running Fedora Linux 39 (Workstation Edition) on a laptop with an external monitor. I would like to scale the external monitor. I do not need fractional scaling.

When I scale one monitor (for example change scaling from 100% to 200%), the scaling of the other monitor follows along - is that intended? Can they not be scaled independently?

Are you using Wayland or X? That should work automatically on Wayland.

I must have changed to X11 while experimenting with screen sharing.
