I don’t know why, but if I use the official Fedora Media Writer for Windows to write a Fedora .iso to my USB sticks, they won’t pass the media check later:
I used two different USB sticks, they are okay. If I use Balena Etcher instead, the checks do pass.
That’s been my experience for a while on Windows (Media Writer would sometimes write fine though) and I also use Balenca Etcher.

This is a copy of my post to thread on Fedora Project Discussion:

I have encountered a problem trying to install Fedora 39 created with Fedora Media Writer 5.0.6 on Windows 11 with my Lenovo IdeaPad 5 14ARE05 81YM00CFRK notebook. Media check fails with the same 004.8% of progress passed. Media Writer have worked without errors — it did media check successfully after downloading and writing the Fedora image to my USB stick.
I have tried two different USB sticks without luck. I am ready to add any additional information to nail that bug.
I have USB 3.2 type A port on my computer and Kingstone DTSE9 16 GB USB 2.0 stick.

Or the check is just skipped. When the entire USB device doesn’t look like an iso9660 file system, the check will be skipped. If the USB device is inserted and located at /dev/sda, for example, you can run checkisomd5 /dev/sda
to see if the check really passes.
I think it is a known bug
Problem
After creating a USB installation medium and trying to boot it, the included “media check” started during boot might report an error at 4.8% and announce that the media is corrupt and shouldn’t be used, even though the media might be technically just fine.
[media-check-fail]
Generally, when seeing this image, you can be fairly sure that the image is really corrupt and you should verify the checksum of the downloaded image (if you downloaded it manually) and try to create the USB mediu…
It occurs with the latest F41 images and with the F42 images.
I did not know it was only with Fedora Media Writer. You may want to make a note of it on the common issues page.
For note, I use ‘dd’ to write disk images.
