Added repo

A package gets added to Fedora by someone adding it  There is a wishlist of packages to be added, but packages are rarely added this way, the best way is for you to become a Fedora package maintainer and add and maintain the package yourself. It’s not hard and there is even a packaging guideline specific for Rust packages and packaging is a great way to help Fedora!
