You would have to open a terminal and enter the command there. If you start typing terminal in Gnome’s search on the desktop, it’s icon will popup below the entry.

What kind of Internet provider would do that? That is evil. If you are able to, you can configure your network to use a trustworthy DNS provider for example 8.8.8.8 or 1.1.1.1
