I have installed fd 38 however when update wiith dnf I get this error.

Any idead how to deal with it or just I wait till this repo has been updated?

It is a third-party repository and is not affiliated with the Fedora Project. You should ask them to update it for Fedora 38.

You could add skip_if_unavailable=True to the corresponding repository definition file in /etc/yum.repos.d to tell dnf to continue even if those repositories are not working.
