I have a 4k monitor. If I set the resolution of the monitor from Display Settings to 1080p, and then run a video of 4k resolution, will I be watching the video in 4k or in 1080p?

In 1080p, the movie will be downscaled to fit the output device resolution.
The movie will be upscaled or (more likely) the screen resolution will be downscaled to the movie when it goes full-screen. Same is true for 480p, 720p, etc.
It’s also not atypical for people using 4k monitors to change the DPI so the effective screen resolution ends up similar to 1080p, as text can be more difficult to read at full 4k or higher resolution on many screens.
No the movie will be downscaled from 4k to 1080p, not upscaled.
Only movies of a lower resolution will be upscaled, for example a 720p will upscale to 1080p.
Movie players do not look at DPi values only pixels as movie formats define the size in pixels not inchs or meters.
I do expect the movie player to change the screen resolution based on the movie format.
You can scale text because its in points (pt) that is a real world size and the DPi allows for the text to rendered correctly.
