With fedora workstation (gnome) wifi can be turned off by clicking the wifi button on the menu from the upper right screen corner
or by clicking the blue button in the image you showed
Yes i can turn it off using quick toggle but it can’t be turned off using settings toggle
I am using silverblue so it is a bug for sure and i have done this using settings app so i can not confirm that it used to work…
Can confirm exact same issue in Fedora Workstation fresh install fully updated.
Is it a fedora issue or a gnome issue?
I don’t know. If I had to guess I would say something to do with gnome/mutter/wayland whatever. But I’m not an expert, I just wanted to report it and I found your post and replied.
