If the bug is specific to Silverblue (and possibly other ostree variants), yes.

If it applies to Fedora in general, use the RedHat Bugzilla.
If it is not exclusive to Fedora and could apply to other distros as well, then it’s on the affected project’s upstream bug tracker.
