My guess…
The site does not properly look at the preferences you have set and just does the pop up in all visits.
Poor programming and cookie management at the site
Are we talking about “lots of sites” or this site? I can’t do anything about other sites, but if it’s not working here I can at least do something about that. It works for me?
I am referring to ‘lots of sites’. This one does not unnecessarily pop up the reminder about cookies.
The GDPR an similar laws actually do not require a banner in case only essential cookies (like user session, theming etc.) are used. It is still required to list somewhere how cookies are used but a link in the Footer is sufficient for this.

First thing I do is use the UBlock Origin loupe to remove it.
Yeah, poorly these things are for compliance.
This opens the popup, mostly with the wrong element selected. Click on an element that seems to be correct.
Now move the slider to the side until the entire element is selected. Be careful not to remove site elements.
If you did something bad, in the UBO settings under “custom filters” you have your removals with the date, and can just remove these lines again.
