Booting into version 39 would automatically reopen all the browsers/programs/windows I had open before it shut down. Did they remove that feature in 40, or can I change a setting to bring that back?
It is called “session restore” and only works on X11. Fedora 40 is wayland only, but KDE Plasma has a “fake session restore” feature.
You can enable it in the settings.

Rather unfortunate that Wayland labels it the same, yet doesn’t do what it claims.
I’m wondering if installing X11 again would be my best option. I miss things working optimally.
The actual session restore is a portal being worked on. I am not sure if then every program will use it, likely not.
Switching back to XOrg on Fedora KDE is not easily possible, as kwin is not built with x11 support anymore.
Not so much dropped as not implemented yet.

why not? I thought it was just installing packages:
plasma-workspace-x11
kwin-x11
and selecting the X11 option from the SDDM login manager
Plasma is currently at 6.1.3, so do you mean 6.1.4 which is due in early August?
You would need to check with the KDE folks on when this will be delivered.

Is there an updated status on this session restore issue. I’m running Fedora 6.10.12-200.fc40.x86_6 and the windows are started but appear on a single desktop – so I have to move everything around (I have a lot of special purpose desktops). Is session restore fixed and I just don’t know the simple incantation needed? Or is this a continuing problem?
Why are you on KDE 6.1.5 ? KDE 6.2.0 is available on Fedora 40, I’d suggest doing a dnf upgrade and check how it’s doing on 6.2.0 with the reopening issues.
