I noticed the there are no torrents for the Fedora 39 GA releases of Sericea and Onyx, however, there are Fedora 39 Beta versions listed. Shouldn’t we offer GA versions of these as well?

Yeah, we have the torrent files for the respun artifacts. Some work needs to be done to get it consumed by the tracker. I plan to look into it on Friday.
I guess that didn’t happen.
