NetworkManager.service must be restarted to allow successful DNS resolution

DNS resolution fails after a fresh boot until I restart the NetworkManager service.

I am not sure what is causing the issue.

i hate it when they moved to systemd.

i went back to using files with the resolv.conf instead.
