When I click the menu, it only flashes briefly—whether I do a single click or click and hold. This happens in all apps. It’s impossible to take a screenshot.
A few more details would be needed. Are you on Fedora Workstation, as suggested by the tag? What menu are you referring to? The hamburger menu of different apps maybe? Can you give a specific example of such an app, and describe the behavior?
Looking at Fedora’s home page, the two desktop editions are named “Fedora Workstation” and “Fedora KDE Plasma”, respectively. So in case there is intention to officially call them both “Fedora Workstation” (with GNOME and with KDE Plasma, respectively), we might wait until such a change gets implemented, as not to confuse users.
I see no issues related to tagging.
We already have both workstation and gnome
as well as kde and kde-plasma.
Lets not consider adding more tags unless and until there is an official name change.

I installed a new memory module, could that be the problem? Because before that it was working fine.
There is no KDE workstation.
Not sure, but if you can connect the timing of the new memory module installation with the appearance of the flickering issues, you could troubleshoot by setting the system back to the previous state (e.g. by removing the new module) and trying to reproduce the issue.
Graphics cards can also cause flickering issues. What is the output of lspci -k | grep -EA3 'VGA|3D|Display'?
It’s still not clear to me which menu are you referring to. Could you be more specific?

You might repeat the command and check if it looks same while working.
Next time you get the error, try to check with an older kernel first.
Sometimes with newer kernels there are regressions which can cause problems.
For me it looks like that you use the kernel driver. However if you redo the command above you see if it is still the same output.
Kernel version you can check with uname -a while be logged in. Please mention this information when reporting new issues. So we can help search if there is a regression.
I noticed that the error occurs after updating the system.

However, that kernel is 6 months old; how are you updating this system as you should be on kernel 7.1.12 by now.
You still have not told which menu you are talking about.
Please explain it clearly so we all can understand the problem.
I click on “File” and the menu opens but keeps flickering. If I click on the menu next to it—like “Edit”—and then move over to “File,” it opens normally.
