Again because of the Menu. You are using the workstation, and we still not know which menu you are clicking. The Gnome desktop not shows a File menu on the initial screen? Are you opening a Application which has this menu? Or do you use a extension we not know which you are using?
Unfortunately we can not see your screen. So you have to explain what you see

It’s not just in the “files” tab; some work, while others also have this problem, is in any app that has a menu bar.

WIth Libreoffice 26.8 on Fedora 45 it doesn’t work on Gnome. It kind of works on KDE. and and works normally on XFCE with X11.
On KDE, the menu reaches beyond the top of the screen and the top entries aren’t available.
On Gnome, when the size of the pull down menu exceeds a certain number of entries you get the problem. Probably it can also be related to the screen resolution, so if everything is so tiny that it fits on the screen, it might work differently. I always use 1280x720 as that is optimal for me.
I installed an older version of LibreOffice, but the problem persists.
After the update to kernel 7.1.12 and libreoffice 26.2.6.1 I still see no issues on f44 Workstation.
I am using a 4k monitor and never have seen the type issues reported with menues
I’m going to remove and reinstall the memory; the problem started after I added a new RAM module. I’ll just leave the old one in.
I think it is not needed. If @vekruse can confirm the incident then I guess it is something what changed.
@vekruse I can confirm the same while changing to the resolution you are mentioning. One of the last updates introduced a new gtk version with a newer Libreoffice. While I tested to downgrade the GTK version I can not confirm that this would help. So must be something with the compositor it selves which not lets the menu get bigger as the resolution it selves is.
When switching to an other resolution with 16:9 ratio, and using the Scale function, this could might helping as a Workaround till it get fixed. I could reproduce the issue while using 1600x900 (16:9) and scaling 125% so that the menu touches the bottom. Then it also not opens.
Now we can at least reproduce the Issue.

I tested other resolutions which are not 16:9 ratio. It happens the same as long as the pull down menu is bigger as the display is high.
You don’t have to change resolution. Just position the window so that the open menu extends below the border of the desktop. That at least works for GIMP.
Also, only some applications have that problem. Other applications simply open the menu upwards instead of downwards. Gnumeric being one.
That can be hard to determine. And therefore where to send a bug report can be tricky as it could be a Gnome problem or it could be a Wayland problem. If the issue also occurs with other apps (which) then it would not just be an issue with Libreoffice.
With X11, the menus just becomes scrollable if they don’t fit, and that works and has worked quite nicely.

I can reproduce with gimp and libre writer.
Even with my resolution I use. I just have to resize the app window and lower it down closer to the Displays lowest border. This way it starts to blink and will not open. If open a smaller menu which is not touching the bottom border I can move back to the big menu entry and open it.
