If you are patient openssl will be fixed soon.
The release of Fedora 37 was delayed until Nov 15 due to the fix of that security issue in openssl. Once fixed it should immediately appear in updates for fedora 35 and 36 as well.
If you switch to libressl you will be switching away from a package that is supported in fedora and may cause yourself other related issues, including potential dependency issues with packages that rely on openssl.
