Langpacks are not installed automatically in KDE

Versions affected: f41 (beta), but had seen this problem since f38

How to reproduce:

  1. Install Fedora in Portuguese Brazilian (PT-BR) and restart to complete installation
  2. Check if LibreOffice interface is in PT-BR
  3. Check Display language setting: Option (Alt + F12) > Languages and Locales > Display Language

While the formats languages are properly set in the right language (Portuguese Brazil and BRL), the User interface is completely in English with no options to change

If you are reading this, check your LibreOffice User Interface Settings to see if you can choose any language besides English

It seems it’s either broken or unimplemented in KDE, according to my quick question in the KDE Matrix channel:

This should either go into some user guide, or we can possibly document it as a common issue if this is really supposed to work and is just broken. I’ll wait for some more dev answers.
