The keyboard layout on the logon screen is wrong. How do I permanently change the keyboard layout for the logon screen?

localectl for system wide config should do the trick.

   X11 Layout: us

  X11 Variant: intl

There you go. And now set key map with localectl set-keymap de for a German keyboard, for example.
