Short answer: rpm-ostree install mc

You could, for instance, create a toolbox container and install mc
in there.

Those. it turns out that the usual file manager should be installed only in the base image.

P.S. I also read in FAQ that there are no ways to find out what packages are there to install into the base image except for: $ toolbox run dnf search
Is it still like that?
So far rpm-ostree
cannot search, therefore that is the best way to search for rpms IMO.
