I seem to remember that I had a similar problem with a laptop a couple of years back. I could not get my bluetooth mouse to pair and work with it using the GUI. However, I could get it to work if I paired and configured the mouse via the command line.
I used bluetoothctl
to do it. There seems to be some instructions on how to do this on this Arch Linux documentation page:

The procedure should be pretty much the same for Fedora. I hope this helps.
