Ok, so the problem was that the signal from the motherboard was coming from the VGA port. After buying a cheap VGA to HDMI adapter and hooking it up, it would boot. I could then install the drivers and attach the HDMI output of the graphics card to my monitor. It also no longer boots in 720p. Thanks to everyone who helped!
