How to "Changing the 3G limit" on EDK2 Firmware

I’ve successfully provisioned a RPi 4 as documented. However, the chapter about “changing the 3G limit” is unclear to me.

Where do I find this “firmware menu” and “device manager”?

I’m guessing this is sort of like a BIOS on a PC? I did the “Combined Fedora CoreOS + EDK2 Firmware Disk” on an alternate machine and am running the RPi headless (I don’t even have a display cable for this hardware), so I can’t see the boot. Is there any way I can change the limit from the command line (when I have SSH:ed into the RPi), or can I change a setting when I’m preparing the SD-card?

That’s right.

The only way I know is to connect a keyboard and monitor to the device, enter the EDK2 Firmware from the initial Raspberry Pi boot 4 screen, and change the setting.
