How to change the language for one user on F35 / xfce?

I would like to change the language of the desktop and all apps for one user on Fedora 35 / XFCE.
I found some instructions on forums that recommended to install Gnome gui tools to switch the language, but I would like to keep my system simple and clean. Is it possible to switch the language without installing anything? Is Hungarian supported at all on xfce?

This way it should be desktop independent and you have to install nothing from gnome tools.
