I would like to change the language of the desktop and all apps for one user on Fedora 35 / XFCE.
I found some instructions on forums that recommended to install Gnome gui tools to switch the language, but I would like to keep my system simple and clean. Is it possible to switch the language without installing anything? Is Hungarian supported at all on xfce?

Welcome to ask.edora @akopacsi
This way it should be desktop independent and you have to install nothing from gnome tools.

Thank you very much! It sounds very promising.
click “Applications” → “System” → “Language” or “Administration” → “Language” doesn’t work?
