FWIW I found Shutter, but it doesn’t seem to work on GNOME Wayland at all.

Well I think we can break it down to find a simple screenshot editor, best to be usable also as an image viewer.
Gwenview, which is a KDE app but I would use as a Flatpak, has pretty similar editing capabilities.
The Gwenview RPM is about 6 MB and has no other KDE dependencies it seems, so that’s not too bad perhaps.
