I had this issue today with an HP Zbook Fury 16 G10 laptop. I had previously installed Fedora Workstation 39, then upgraded to 40. Due to some other issues, I was attempting to do a fresh install of Workstation 40, but I had the same error from the original post. I tried multiple spins on multiple USB drives, using both rufus and the Fedora media writer application. All failed with the same error.
In desperation, I finally tried an Ubuntu 24.04 ISO to live boot, and that worked. That lead me to try searching for this error, but including the keyword “ubuntu” as part of the search, trying to understand why that one would work and none of the current Fedora distributions would.
To cut to the chase, I found an askubuntu thread that solved the issue for me. At one point I had increased the video memory in my BIOS from 256MB to 512. That setting causes the exact error in the original post on my laptop, and several other HP laptops. Posting it here because this thread comes up near the top of searches for this issue, and the fix for me doesn’t come up at all unless you search for ubuntu and out of memory during install, etc.
