GNOME Web (aka Epiphany) is not included as RPM package in GNOME Software

GNOME Web (aka Epiphany) is not included as RPM package in GNOME Software (only the flatpak version is available). Is that a deliberate choise?

It looks like epiphany is available in fedora 38 as an rpm.

Yes, it is. But not in GNOME Software
