We’ve just branched F42, so it certainly isn’t ready for testing by users. I’ll ask folks in the -devel channels and see if we can figure out what’s going on.
I’m afraid I haven’t been able to figure out how/why this is happening. I would file a bug against gnome-software to get more information from the maintainers directly about this

Then, if you set show-upgrade-prerelease to true, I think that it is normal that GNOME Software invites you to upgrade to the prerelease version (42). Isn’t it?
The pref is ‘prerelease’. As soon as the branched release shows up it’s a pre-release.
There’s no seperate pref/setting for any other states.
As part of the final release the setting on the server switches over from “Under development” to “released” and it shows for everyone, not just the folks with the prerelease pref set.
And the Path Name would it not be able to take? Just that it shows up when it is beta?
While it is beta, on the mirrors it is in /fedora/linux/releases/test/
However, i do see an other problem with the pre-release message showing up to install. While anaconda is warning while installing a pre release, gnome software invites to upgrade ?! Changing the install button to a “read more” would make sense and then give on a farther screen more detailed info’s like:
Please do not upgrade if you are on a Productive System! Fedora Linux is still prerelease.

The install button just release when it is in the /fedora/linux/releases/Fxx folder.

Upgrading to prereleases is only shown when someone MANUALLY sets the option to show pre-releases. Presumaably someone would only do this when they are ready/wanting to upgrade to a prerelease.
It’s a manual step. It doesn’t show for everyone, only those who specifically set it.
It’s done this way so that QE folks and early testers can upgrade and test the process, but only if they opt in to do so.
But sure if you want to add a step there to provide more info, a request for enhancement on gnome-software (and kde discover) would be the place.
