Flatpak cannot update openh264

Whenever I run flatpak update the usual upgrading of packages happens but it keeps on failing to update openh264. Specifically, these are the errors I get:

Warning: While downloading http://ciscobinary.openh264.org/libopenh264-2.2.0-linux64.6.so.bz2: While fetching http://ciscobinary.openh264.org/libopenh264-2.2.0-linux64.6.so.bz2: [56] Failure when receiving data from the peer

This is an excerpt from running flatpak -vv update:

I couldn’t find an answer online, I found a similar issue suggesting flatpak repair but this didn’t work either. Thank you for taking the time to read this, I think I have provided all the necessary information but please let me know if otherwise. I’m running Fedora 39.

you using any VPN settings ?

So sorry for the late reply, no I don’t use a VPN.

Just to add to the record: this issue still persists with Fedora 40. I suspect it has something to do with the fact that Cisco doesn’t have its TLS certificates in order. See ciscobinary.openh264.org using invalid certificate · Issue #3748 · cisco/openh264 · GitHub.
