Hello @rajveermalviya,
I think this may be related to the version of flatpak on your system. The authenticating came up with the OCI changes to it. So what version of flatpak are you running? and you should do an rpm-ostree update to make sure your flatpak command is up to date on your system. Let me know what you find when you get a chance.
[edit] I verified this is a known issue and is actively being worked on at this time. The newest release of the flatpak command utility is 1.6.5 which has taken care of this issue but it isn’t in the F32 build system yet, but should be soon from my understanding. So please be a bit patient, this will be resolved.

It is actually a server side issue, about half of Fedora’s infrastructure is down right now apparently, so …
[Edit] So, not just a server side issue. There is an issue filed at When OCI remote gives 50x for anon auth, don't prompt for auth · Issue #3753 · flatpak/flatpak · GitHub to bring it to the attention of the Flatpak dev’s. Basically, it shouldn’t ask for login credentials even if the server is looking for them for whatever reason.
