I am also going to submit separate plasma-x11 (kwin-x11, plasma-workspace-x11, etc.) packages if the KDE SIG refuses to ship the subpackages, and I do not see how the KDE SIG wants to stop me from doing that

We (the KDE SIG) certainly can’t stop you from doing that. The KDE SIG will simply not maintain those packages.
