[F39] Mobile Network: Activation of Network Connection Failed - Huawei E3131

Information:

I am trying to establish connection through my Huawei E3131 USB modem.

The ISP information:
-You should have terminal supporting data access in HSPA+ technology in the 900 MHz band (band 8)
-Set APN as ‘darmowy’
-Username and password, leave empty

Problem:

I am running F39 with GNOME. I tried to connect but with no result.
My modem after plugging in is at the constant state of registering. It blinks blue every three seconds.
I get ‘Activation of Network Connection Failed’ despite trying all possible options in Network Manager.

What should I use and how can I configure my modem to work properly? In Ubuntu it worked out of the box and I honestly didn’t expect for it to have problem. I can easily connect through my Android phone and thether the connection or make a hotspot but it’s pain in the a**.
