possibly a bit late, but I’ve been battling with similar issue twice (installed 33 beta, after a while emoji broke, installed 33 release, after a day emoji broke)
what seemed to have fixed it was removing ~/.config/fontconfig/fonts.conf
(please backup before trying) and running fc-cache -f -v
(without sudo).
I’m assuing that some app that I always install creates this file and it overwrites system font configuration.
