I think that error pretty much tells you what to do. Please reboot into Windows and power it off properly. Does that not work?
There have been several discussions here about this issue, which mostly seemed to crop up after the latest windows version update to 21H1.
Fedora refuses to mount an ntfs file system in rw if it has not been properly shutdown by windows. Hibernation and sleep are both considered an unsafe shutdown by windows and will trigger that error in fedora.

I have restarted and shutdown windows repeatedly but always get the same message when mounting the volume.
I had the same errors that would not clear until I carefully followed the steps in the suggested fixes for that bug report.
