Confusing behavior when setting up custom keyboard shortcuts

Problem

In Fedora 38 (workstation) with gnome 44.1 when setting up new keyboard shortcuts from Settings: Keyboard: Keyboard Shortcuts,: View and Customize Shortcuts, if you select Custom Shortcuts and no Shortcuts have been previously created you get a popup window for setting your shortcut. If instead of setting your shortcut you go back and try to go to any category that normally has some presets you are again presented with the popup window for setting a new shortcut and not the options of that category. Closing the popup and opening it again solves the problem.

Workarounds

Exiting the pop up window and entering again resets the behaviour .
