I can use in F29SB the command on cli: “rpm-ostree update” (not upgrade).
It fetches a lot of files/data
It seems not to be documented in man-page for rpm-ostree.
What does it?

rpm-ostree update is an alias for rpm-ostree upgrade. Same command. It would fetch a lot, especially after first install.
