Boot Hangs at Plymouth - NVIDIA Desktop

I am on AMD CPU with no iGPU, NVIDIA 5070TI

Attempted update from Fedora 42 KDE Plasma (with working NVIDIA Driver from rpmfusion) to 43, got totally blank screen, no blinking cursor.

I found one workaround suggesting to remove rhgb from boot/kernel arguments, I was able to boot into rescue and run the grubby command to remove it. This gives me a verbose boot log displayed when I try booting fedora.

Boot hangs at plymouth related item. Last two lines of boot:

starting plymouth-quit-wait.service
starting plymouth-quit.service

Other reports mention laptop or AMD iGPU configurations, mine is a different hardware configuration still failing, seemingly related to plymouth.

My bug report: 2413708 – Does not boot. Blank screen. Verbose boot via remove rhgb arg indicates plymouth.

Is there a netinstall image? What can I do to help?

Yes, I have seen some reports here of seemingly plymouth related issue. I wanted to report my hardware configuration because other info comments on this being iGPU or laptop related. My hardware is significantly different, so I want people to be informed something is impacting a wider range of systems.

The sudo grubby --update-kernel=ALL --remove-args=rhgb workaround given didn’t fix it, but allowed me to see where the boot hangs.

Where do you see the boot hang?

Are you sure its a hung system? Can you get to a text console with Ctrl-Alt-F3?
