No, master mirrors are fine. That particular mirror just hasn’t updated
yet.
There are often some mirrors that are behind on release days… things
should settle out shortly and if you are using the website, just try the
link again, download.fedoraproject.org is a redirector, and it should
send you to another (hopefully updated) mirror.

I’m always seeing the same mirror, tested from two hosts.
Thats strange… I’ll dig around and see if I can see anything amiss or
if it’s just mirror lag and somehow it’s affecting you more than others.

As expected a slow DL speed but that’s normal this early.
Brazil also not has synced yet. I believe this will happen at night when the big amount of downloads has been done.
Fastest seams to be torrent, less that 5Min for 2.8GB
