After using USB to install Fedora 33, can't reformat the USB

As I understand it, the electronics in the card lock out writing when a certain number of chips have detected errors so the data is “protected” from corruption. You can still read the data from it but cannot make changes.

If the OS cannot mount it rw and tools like gparted or dd cannot access it for writing then it is pretty well toast. I don’t know of any other way to confirm failure.
