I want to add the libreoffice repo, so no need to install rpm for each version they release
I tried this command
dnf config-manager --add-repo ppa:libreoffice/ppa
but it doesn’t work,
is there a way or other link to libreoffice repo?

I can’t help you with this but I do know a ppa is something which is used on Ubuntu and maybe some others derived from Ubuntu. Fedora does not use this.
Fedora has the latest LibreOffice (24.2.3 at the time of this post) in its repo. There is no need to add a third party repo for it unlike other distros:
