6.7.11 kernel is my last known stable config, what are my options?

Fedora is not an LTS distro.
Fedora is not a rolling distro its release every 6 months.
However it does updated the kernel in a rolling style, for good reasons:
security and device support.

nvidia is adding support for explcit sync to the next driver release, I think its in beta test at the moment.

Then you can have flicker free wayland on nvidia.
Before that release its no clear if you will or will not see flicker/tearing.

Suggest you test once the next nvidia driver release is out from rpmfusion
with the latest kernel available at that time.
