Some applications have the gtk file picker hardcoded or just have it as default. KDE Plasma has very bad (or should I say very basic) theming abilities for gtk applications, so you often get those jarring theming discrepancies.
You can mitigate it some by installing gtk themes and selecting them in the Plasma setting control panel. In some instances you can force the kde file picker instead. I wouldn’t go as far as removing it, as it may break some applications (and I think Fedora KDE has the xdg-desktop-portals as a hard dependency).
