I haven’t used this bundle for about 3 months, so I can’t say exactly after what update it stopped working.
Is the problem with the amdgpu driver, mesadriver or something else?

You didn’t give all the details about your setup, so difficult to say. I compile and run llama.cpp in a fedora toolbox, and it is working fine.

$ toolbox run -c build-rocm llama-cli --list-devices
Available devices:
  ROCm0: AMD Radeon 8060S Graphics (126976 MiB, 25067 MiB free)
  Vulkan0: AMD Radeon 8060S Graphics (RADV STRIX_HALO) (127488 MiB, 33323 MiB free)
$ toolbox run -c build-rocm rpm -qa mesa-v\*
mesa-vulkan-drivers-26.2.3-1.fc44.x86_64
$ uname -r
7.2.8-200.fc44.x86_64
$ toolbox run -c build-rocm llama-cli --version
version: 0.5.0-dev (build 11401, commit a7fb71fab)
built with GNU 16.2.1 for Linux x86_64

What information do you need to provide?
2 different computers with fedora44 with the latest updates and a fresh llama stopped seeing the Vulcan hardware driver and switched to a stub.
Both computers had the same error -
amdgpu: amdgpu_query_sw_info(amdgpu_sw_info_address_prt_wa_control_bit) failed.

because of this I have Vulkan0: llvmpipe (LLVM 22.1.8, 256 bits) and not Vulkan0: AMD Radeon 890/680
Same problem but it didn’t help me

Is your llama.cpp from the release tarball? Or did you compile yourself? You hadn’t mentioned the version in the OP. I see that you have tried the latest now.

Do you have other amdgpu stuff working? Does amdgpu_top work? You could try looking at ldd output to rule out a build issue. This is how it looks for me:

$ toolbox run -c build-rocm ldd libggml-vulkan.so
	linux-vdso.so.1 (0x00007f7ffbcc0000)
	libggml-base.so.0 => /home/user/build/llama.cpp/build/bin/libggml-base.so.0 (0x00007f7ff9128000)

What does vulkaninfo tell you? Maybe you’ll find a clue there.

If it’s helpful I can find some time to attempt to reproduce.

I am in agreement that there is some missing information.
I could try to reinterpret the discussion so far and take my own set of actions and we may get lucky and I’ll do something that is similar enough to be a reproducer and I’ll be able to walk you through my system with higher fidelity

At first I didn’t realise the misformatted info in the top post is from vulkaninfo. I compared with my hardware, it is pretty similar. My suspicion is that the build is borked somehow. The OP hasn’t responded if they built it themselves, or if they are using the release tarball. On my end, I downloaded the latest release tarball (b11524), and it seems to detect my hardware just fine.

$ ./llama-cli --list-devices
Available devices:
  Vulkan0: AMD Radeon 8060S Graphics (RADV STRIX_HALO) (127488 MiB, 33321 MiB free)

So unless the OP gives more info about their build, it’s pretty difficult to reproduce.

Uh… RDNA…
My issue shouldn’t be the same at all because of this:

With that said, running inxi -Fzxx aside, sometimes Linux may bork itself for no explainable reason at all…

If no solution gets found here the “just reinstall the OS” joke may be your only option.
Just keep a backup of your stuff and a text document for the programs you have to reinstall, because this stuff can just happen.

The same I mean - MESA using LLVMPIPE instead of the Graphics Hardware.
The Vulkan driver is part of the MESA or am I mistaken?

I compile it myself from Git. I suspect the problem is in MESA driver. 2-3 months ago everything worked well. Unfortunately, I didn’t pay attention after which update it broke

Idk why you build them yourself when you are using Fedora, but regardless of that, you really should post the inxi -Fzxx for each laptop to show all its specs.

Thereafter:

It CAN be said like that.
What I learnt from my problem is that when the GPU fails to be used Fedora (KDE) ends up using the CPU to run Wayland in software mode, like DOOM and Quake did back in the day.

In my case it was a mix of “updates messed up the whitelist for the APU I was using” and “many people just not saying the important thing in a concise way immediately”.

In short:
Your Distro isn’t recognizing the GPUs, therefore it should be running in software mode (if what you described before is correct).

This is the result for one machine, thank you.

But please, edit the message putting this test in the </> option (from the edit menu above the message) after selecting all the text.

Just to say something:

If Elik were to run a Live USB of any Fedora using Wayland, Vulkan would and should just get Hardware Accelerated by the iGPUs, mainly because they are older versions.

It’s probable that if fresh installs were to be done the iGPUs would just work (idk why Elik builds them, but unless someone screwed something up upstream, it should just work), but I assume Elik wants to rescue the current installs.
